@raharper the /dev/disk/by-dname/* entries are created by the
/etc/udev/rules.d/bcache*.rules created by maas whereas the
/dev/bcache/by-* entries are created by
/lib/udev/rules.d/69-bcache.rules from bcache-tools. The deployment in
this bug is not using the /dev/bcache/by-* and is only using the by-
dname bcache pointers so the question is really why the maas rules
didn't run and if somehow maybe they are sometimes conflicting/racing
with the bcache-utils rules such that they just never complete.
