Well, thank you for mentioning dcoprss! That package (or rather, it being not installed) was the problem. After installing it, I was able to choose the newsticker from Kontact's settings.
In order to close this bug, then, I'd like to suggest the following: a) include the package dcoprss in main and make the kontact package depend on it b) alter the description of the dcoprss package so as to clearly state that it is required for RSS support on kontact's overview page. It is not clear at the moment that kontact, which embeds aKregator and hence *has* RSS support of a sort would need dcoprss.
