Hi Klaus,
mysql-server always existed, just the versions changed throughout the years.
So on 14.04 it would have been 5.5 while on 16.04 it is version 5.7.

MySQL server
Upgrade process encountered error and will not continue.
That is a user that needs to be able to log in on upgrade to adapt what is
needed.
In general for mysql on upgrades such actions might be required (as well as
restarting the server afterwards).
Some users affected by the same grant that user permissions [1][2] to
get out of that.
Packaging changed more recently to use root, but I see in the log that both
fail:
2019-02-01T21:20:02.496167Z 2 [Note] Access denied for user 'root'@'localhost'
(using password: NO)
2019-02-01T21:20:02.500970Z 3 [Note] Access denied for user
'debian-sys-maint'@'localhost' (using password: YES)
Maybe your setup removed permissions from those IDs?
Especially since it is a system with an old DB (that is how I understood your
report on 14.04 times) that tries to install a new mysql package - that
obviously needs to access and upgrade that DB.
As that IMHO it is a dup of bug 1607938
