I am surprised to find this is still broken as you can easily verify via
"file /usr/share/help/*/evolution/*.page" which will return among others
"/usr/share/help/zh_CN/evolution/using-categories.page:
broken symbolic link to ../../../help-langpack/zh_CN/evolution/using-
categories.page"
