Binary package hint: udev

The WAIT_FOR_SYSFS udev rule in 113-ubuntu16 waits only for 3 seconds.
This may result in the hotplug event being sent to hal to early which in
turn hinders the device from being automounted.

There are two work-arounds available from upstream:

* wait for 10 seconds:

* don't delay the creation of scsi related sysfs files

since the latter requires a kernel modification, I guess the first would
be a better option, and so I reported this against udev instead of
kernel.
