Public bug reported:

Display goes dark out when expected, but wakes up about 23 seconds later.    
Under Power Manager -> Display, I've tried 'Blank after', 'put to sleep after', 
and 'switch off after', they all seem to behave the same.   The display goes 
dark when expected, but wakes up about 23 seconds later.   I unplugged the 
keyboard, mouse, and USB drive,   it still woke up.
I've searched in various logs for what might be waking it up, but nothing.
