I do not think this is a duplicate of the former bug. My locales are perfectly
fine.
I do think it is linked with this message:
symbol png_set_option version PNG16_0 not defined in file libpng16.so.16 with
link time reference
Many packages fail to work because of libpng16 does not include this flag.
I have to do that every time there is an update to make it work for each
package including the png library
