[Impact]
* uvloop relies on tests from python testsuite in bionic
* and uvloop will start to FTBFS in bionic with next python point release
update like so:
/usr/lib/python3.6/asyncio/test_utils.py:56: in <module>
ONLYCERT = data_file('ssl_cert.pem')
/usr/lib/python3.6/asyncio/test_utils.py:53: in data_file
raise FileNotFoundError(filename)
E FileNotFoundError: ssl_cert.pem
* this has been solved elsehow, in later releases, but the easiest fix
is to build-depend on the python3.6's full testdata, which include the
test certs.

* add-apt-repository ppa:ci-train-ppa-service/3540
* rebuild the package
* it should build
[Regression Potential]
* We are rebuilding the binaries, however, the test suite passes
correctly with both old and new python/openssl without regressions.
