[Impact]

 * when building libevent-rpc-perl the testsuite hangs, as the test 
certificates have expired and thus are no longer valid
 * this results in FTBFS in bionic rebuild tests & autopkgtest failures

[Test Case]

 * rebuild package, it should rebuild, not hang.

[Regression Potential]

 * Only test certs are updated, and the interpreted code remains the same
 * testsuite/autopkgtests now pass, like that did at bionic release time
