Public bug reported:
just tried to install php7.0 using the 'apt update' and 'apt upgrade'
commands. Got an error message reporting that the procedure failed. when
i tried to do it again, the upgrade command did not attempt to install
php, instead it installed the flash installer. So, i am wondering if i
am in a quasi state which will be unstable in the near future. i do not
know how to diagnose this further...
