Actually, this seems to be more of a cosmic kvm32 type issue. It feels to me that when it's not booting, it's not even reaching grub actually. I was able to get the system booting by pressing 'shift' when kvm was starting - I was getting the grub boot-menu then and could successfully start the system. Then for the next few runs it was working out-of-the- box again. Later I got the same issue.
So it all feels like not related to the actual images, more like an issue in cosmic.
