I think I am suffering from a related bug.

Asrock X370 Taichi, BIOS 5.10 (2018-12-21).
Ryzen 5 2600X.
Radeon RX 580.
Ubuntu 18.04.02 (HWE). I tested with kernel 4.15 and 4.18, no difference.

Can not boot via GRUB with amdgpu driver, unless "amdgpu.dpm=0" is set.

I only integrated the RX 580 into the build recently, after updating to
BIOS 5.10 (AGESA 1.0.0.6), so I haven't yet tested previous BIOS
versions with this card. I wonder if this latest BIOS update is
affecting AMDGPU's DPM?
