Doing a 'dpkg -L easytag |grep fr' from command line gives me following, /usr/share/locale/fr /usr/share/locale/fr/LC_MESSAGES /usr/share/locale/fr/LC_MESSAGES/easytag.mo
So that means translation file is installed.
