librdkafka 0.11.5+ is available in 18.10 and later.
It is out of scope to backport that.
The software in question is not created, nor maintained by Canonical in PyPi,
please contact the maintainers of the pypi package as listed on pypi page if
you want to engage with them to provide precompiled wheels for ppc64le.
