I can see three changes here:

1) Change build-depends from allegro-dev to allegro4.2-dev.

2) Added libxxf86dga-dev, libxxf86vm-dev to Build-Depends

3) Change binary package libalogg to libalogg1 to match the soname
    of the library (move debian/libalogg.* to debian/libalogg1.*
    and update the control-file) (See DBTS: #354516).
   * Remove debian/libalogg1.shlibs, since it is not needed.
   * Add conflicts/replaces to libalogg1 for libalogg to ensure
      a smooth upgrade path.

For which:

1) Is indeed covered by this Debian update

2) Two is not but you might be right that is not needed anymore. Did you
check with Daniel Holbach?

3) Debian bug http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=354516 
acknowledge this change but apparently forgot to implement it.
Please check with Stefan Potyra if we really should drop this change (it 
doesn't seem likely).
