First I verified the test setup with 16.04 / 18.04 as is.
I did hit the expected error:
2019-02-25T14:47:41.407008Z qemu-system-ppc64: error while loading state for
instance 0x0 of device 'cpu'
2019-02-25T14:47:41.407312Z qemu-system-ppc64: load of migration failed:
Invalid argument

Then I upgraded to -proposed

$ sudo apt install qemu-kvm/bionic-proposed qemu-block-extra/bionic-proposed
qemu-system-common/bionic-proposed qemu-system-ppc/bionic-proposed
qemu-utils/bionic-proposed
