Public bug reported:
This would be super useful if we could `charm attach` to local builds,
so that we're not having to push to the charmstore, when testing, just
so we can attach resources.
Eg.
```
charm build .
charm attach /tmp/charm-builds/kubernetes-worker
graylog=./graylog_2.5.1_amd64.snap
```
(Which currently fails).
Maybe this should be a blueprint instead of a bug? I'm not sure if this
intentionally left out.
