same issue here on Ubuntu 18.04 with

I can change the EEE settings of the network adapter. But after a couple of 
minutes it still slows down to unusable.
# ethtool --show-eee eno2

        EEE status: disabled
        Tx LPI: 17 (us)
        Supported EEE link modes:  100baseT/Full 
                                   1000baseT/Full 
        Advertised EEE link modes:  100baseT/Full
