It seems that this problem with TB18DC has gone away for me after updating my Dell Precision 7530 bios to the latest 1.6.0 version.
There's still another USB problem with dock but symptoms are different than earlier: for example usb mouse stops working after some time, but still after that is visible for the system (lsusb)). Network and sound from dock work now well.
