I understand the back and forth between the packages responsibility here.
In fact I was involved in a similar problem for ntp that was discussed here:

Bluntly applying the same to this case it would be a change to mariadb that 
would do something like

TL;DR:
- if anything it would be the job of dh_appamor
- for security reasons it is intentionally not unloaded
- conflicting packages (rare edge cases) should NOT fix it by unloading on 
remove/purge
- conflicting packages (rare edge cases) should fix it by unloading in pre-inst 
if needed
