commit 78c196031b801d2babef10fe9d04e26de709dc00 added support for
listing snaps in the manifest of images. Somewhere along the line, this
has regressed, because ubuntu desktop 20190305.1 and 20190309, built
using livecd-rootfs 2.567, have no snaps listed in their .manifest files
on cdimage.ubuntu.com despite several of them being seeded.
