It looks like you have a package libcublas-dev installed, which is not
from the Ubuntu archive, and this package does not declare the correct
Conflicts relationships with nvidia-cuda-dev, which is in the Ubuntu
archive.
You'll need to resolve the conflict manually, i.e. remove one or the
other package.
