Unfortunately Docker is an extra complication for us, as we maintain Ubuntu packaging without Docker. It isn't clear to me if the problem is coming from Docker, the way Docker works, or the way you're using Docker, and this is the first obvious thing to eliminate. Please could you find reproduction steps for your problem that are based on a simple and fresh Ubuntu installation that doesn't use Docker? Such steps could use a fresh (offical Ubuntu image based) VM, or system container using lxd, or a by hand installation on bare metal. Without this, it isn't obvious that the problem is in Ubuntu itself, rather than the stack you've chosen to install on top of it.
