Added -mzvector, fixed up a few more packaging bits, and it looks like
z13 optimized libraries are fully built.

Please test:

sudo add-apt-repository ppa:ci-train-ppa-service/3679
sudo apt-get update

On Ubuntu Disco (19.04), and let me know if you see performance
improvements on a z13+. It is still built in a lxd container, in a KVM
VM, on z13 mainframe, in Launchpad. And I do still see that build logs
are running a few binaries to find values for things (which looks odd).
But hopefully, the performance is better with this build now.
