Thanks for reporting. I was a bit puzzled at first, since geany-plugin-git-changebar installed fine, and requires a newer libgit2 version (https://packages.ubuntu.com/bionic/geany-plugin-git-changebar) which is probably what is causing this issue.
Then I read the github issue and realized that there's a PPA involved here. You can verify this by `apt policy geany-plugin-git-changebar` to see where it attempts to install from. If it is the same as mentioned in the github issue, you will need to contact the team/person behind https://launchpad.net/~geany-dev/+archive/ubuntu/ppa.
