Thanks for reporting.

I was a bit puzzled at first, since geany-plugin-git-changebar installed
fine, and requires a newer libgit2 version
(https://packages.ubuntu.com/bionic/geany-plugin-git-changebar) which is
probably what is causing this issue.

Then I read the github issue and realized that there's a PPA involved
here. You can verify this by `apt policy geany-plugin-git-changebar` to
see where it attempts to install from. If it is the same as mentioned in
the github issue, you will need to contact the team/person behind
https://launchpad.net/~geany-dev/+archive/ubuntu/ppa. The packages from
the official Ubuntu archive seems to install without issues, so there's
unfortunately not much we can do about this.
