Hm, I've tried /usr/lib/s390x-linux-gnu/z13/libatlas.so.3.10.3. The sgemm/dgemm kernels from this library don't use any vector instructions, thus the performance for dgemm is off by a factor of 2. Something must have gone wrong in the build, although I couldn't determine the problem from the build log for "3679 - 2019-03-15".
(BTW, I added a symlink "z14" -> "z13" in /usr/lib/s390x-linux-gnu in order to test the library on a z14.
