Public bug reported:
ubuntu 18.04 oem install with preseed.
If click on oem-setup-prepare shortcut and after reboot, than oem setup will
ask for username etc.;
But when choosing another language than the oem installed system (for example
ubuntu oem installed in dutch, and than changing the language to english in oem
setup first run) and after logout login and/or reboot the user's dirs are not
updated in their chosen language. There is also not xdg-user-dir-update popup
asking to change the dir's languages.
