My detective work reveals that the uploads which "fixed" bug 1778497 expect the WhoopsiePreferences D-Bus objects to be available yet declared no relationship between apport and the package whoopsie- preferences which provide them. So while whoopsie-preferences is installed in a lot of tasks it may be missing in some.
