Public bug reported:

It is not possible to create fully useful icons on the Plasma Desktop
(any longer).

On a fresh install, I tried to right-click items from the menu,
expecting to obtain a selection item 'Add to Desktop' or likewise.
However, right-click simply starts the program.

Likewise, with the widget Application Dashboard, on right click of
applications, some offer 'Add to Desktop', others don't. And those with 'Add to
Desktop' actually create a link on the Desktop which cannot be modified. See
https://askubuntu.com/questions/1126650/on-kubuntu-kde-all-desktop-icons-can-be-moved-but-not-configured-they-show-a

Firstly, I don't understand why only some show this item in the context menu.
Secondly, when offering 'Add to Desktop' it should be more than a link; it
ought to be available for modification like the widgets (see screenshot on link
above).
Thirdly, there ought to be a context menu on the standard menu, allowing for
that.

Description: Ubuntu 18.04.2 LTS
Release: 18.04

plasma-desktop 4:5.12.7-0ubuntu0.1

For completeness, the Desktop is set to 'Folder View' (which should be
correct for the expected behaviour). Plus, the right click in Desktop
Settings for the mouse is not allocated. Therefore, nothing should be in
the way for the appearance of a context menu.

** Affects: systemsettings (Ubuntu)
     Importance: Undecided
         Status: New

** Attachment added: "No 'Add to Desktop' here"
