Steps to reproduce:
1. Have Ubuntu MATE 18.04.2 LTS installed
2. Setup keyboard layout switcher to <Win>+<Space> and four keyboard layouts - 
English (US), Russian, Hebrew and Slovak. 

Programmatically this is as following:

```
dconf reset -f /org/mate/desktop/peripherals/keyboard

dconf write /org/mate/desktop/peripherals/keyboard/kbd/options \
"['grp\tgrp:win_space_toggle']"

dconf write /org/mate/desktop/peripherals/keyboard/kbd/layouts \
"['us', 'ru', 'il', 'sk']"

```
3. Try to switch keyboard layouts with <Win>+<Space> - one after one.


Expected results:

* layouts are switched in a loop:

   'us' > 'ru' > 'il' > 'sk' > 'us' > ... (infinite loop)

Actual results:

* layout switching stops on 'sk' layout:

   'us' > 'ru' > 'il' > 'sk'

and user can't change layout to 'us' again with <Win>+<Space>.

Note: first seen on AskUbuntu ( https://askubuntu.com/q/1129088/66509 ).

Workaround: user other keyboard layout switching shortcut - for example 
<Alt>+<Shift>.
