Julian indicates that this was fixed in apt version 1.2.16 which was
SRU'ed to Ubuntu 16.04 but that the people upgrading did not have
installed. Additionally, ubuntu-release-upgrader version 18.04.27
requires that all updates be installed before upgrading and this has
been available since late 2018. Given that there are no recent reports
of this in the Error Tracker I'm setting this to Fix Released.
