Thank you for the info. I still can't found /usr/bin/gtk-wave-cleaner.
But according to the man page, it should be run with gnome_wave_cleaner

$ sudo apt install gwc
$ man gwcut
GWC(1) General Commands Manual GWC(1)
NAME
gwc - GNOME Wave Cleaner, Audio file denoiser
SYNOPSIS
gwc filename
gnome_wave_cleaner filename
DESCRIPTION
This manual page documents briefly the gnome_wave_cleaner , the GNOME
wave cleaner application.
$ gnome_wave_cleaner
