I had a similar problem when installing android-sdk with --install-
suggests.

The log in /var/log/jetty9/ mentions a BindException : jetty tries to
listen on port 8080, but tomcat is already listening on that port.

I then temporarily stopped tomcat, which allowed jetty to complete it
configuration.

Here's why I have both tomcat and jetty :

~$ aptitude why jetty9 
i   android-sdk            Recommande gradle                                    
i A gradle                 Dépend     libgradle-plugins-java (>= 3.4.1-7ubuntu1)
i A libgradle-plugins-java Dépend     libjetty9-extra-java                      
i A libjetty9-extra-java   Suggère    jetty9                                    
~$ aptitude why tomcat8
i   android-sdk            Recommande gradle                                    
i A gradle                 Dépend     libgradle-plugins-java (>= 3.4.1-7ubuntu1)
i A libgradle-plugins-java Dépend     libtomcat8-java                           
i A libtomcat8-java        Suggère    tomcat8 (>= 8.5.30-1ubuntu1.4)
