I had a similar problem when installing android-sdk with --install- suggests.
The log in /var/log/jetty9/ mentions a BindException : jetty tries to listen on port 8080, but tomcat is already listening on that port. I then temporarily stopped tomcat, which allowed jetty to complete it configuration.
