I have now reverted all the way back to the kernel I use on 18.04 (4.15) and the issue still happens.
The accelerometer position in both 18.04 and 19.04 (/sys/devices/platform/lis3lv02d/) read the same. Attached is a video of the moment when the flip occurs, just before the desktop loads.
