ACK of problem. Here's what I get from trying to use the binary package
currently in universe:

[EMAIL PROTECTED]:~$ cd /etc/apache2/mods-enabled
[EMAIL PROTECTED]:/etc/apache2/mods-enabled$ sudo ln -s
/etc/apache2/mods-available/cband.conf
Password:
[EMAIL PROTECTED]:/etc/apache2/mods-enabled$ sudo ln -s
/etc/apache2/mods-available/cband.load
[EMAIL PROTECTED]:/etc/apache2/mods-enabled$ sudo /etc/init.d/apache2 restart
* Forcing reload of web server (apache2)...
apache2: Syntax error on line 185 of /etc/apache2/apache2.conf: Syntax error on
line 1 of /etc/apache2/mods-enabled/cband.load: API module structure
`cband_module' in file /usr/lib/apache2/modules/mod_cband.so is garbled -
perhaps this is not an Apache module DSO?
...fail!
