Right.  I tested libatlas3-base and can confirm that it contains the 
vector-enabled library in the z13 directory.  Now the library performs as 
expected.
I'm still trying to find a way of "cross-compiling" ATLAS in order to create 
z14 binaries as well.  This is particularly relevant for single-precision FP, 
where the performance can be improved by a significant factor from z13 to z14.
