It's not a regression. The same thing happens on a 18.04.2 live session.

Please find attached a snapshot of the BIOS screen.

As you can see, there are two options:

- Enable Switchable Graphics (1)
- Discrete Graphics Controller Direct Output Mode (2)

I tried to start the 19.04 beta live USB in the four possible cases,
here are the results:
