I see backports to pike, queens, rocky and the stein release candidate branches have been proposed according to https://review.openstack.org/#/q/I17ab643abbd2ec21eda4ae1dfb9abf2d4b0657f2 and have been positively scored by some stable branch reviewers, so I'm going to take that as a sign the solution is acceptably backportable. I'll draft an impact description in a forthcoming bug comment to solicit further feedback.
