* Package salt is not compatible with python-tornado v5 in cosmic+
* In bionic, python-tornado is at v4 and salt works there
* In disco python-tornado4 got reintroduced, such that salt continues to be
usable
* Please backport python-tornado4 into cosmic, to enable using salt
