Did you create/copy this file yourself? systemd drops the var.conf file
there, not 0000var.conf...not that I see any reason it would cause any
problems, but it shouldn't be there.
/usr/lib/tmpfiles.d/0000var.conf
What does your /var/run and /run dirs look like?
$ ls -lad /run /var/run
** Changed in: systemd (Ubuntu)
Status: New => Incomplete
