If I have a /var/lib/snapd/snaps/core18_xxx.snap.partial, and I download
the snap jq-core18 and then install: snap install jq-core18_yyy.snap
--dangerous, it is not resuming the download for the core18 snap which
is the base snap for jq-core18.
