snapd does not build on powerpc in xenial anymore because we have no
golang-1.10 for powerpc. In the past we talked about this and agreed
that its ok to not support powerpc on our side in the package (we also
have no core snap for powerpc so nothing really changes if we don't
update the package).

However http://people.canonical.com/~ubuntu-archive/proposed-
migration/xenial/update_excuses.html#snapd now tells me no ADT tests are
running - it looks like something needs to hint to brittney(?) that its
ok to ignore missing powerpc. Is that possible?
