Note this is the new code, as in it's now asserting in hook.cc:184 which
the new line where the assert has moved.
I wonder if these things are racy or something.
At the moment, this fails whilst trying to install the kernel, when
running subiquity -> curtin on s390x. With ubuntu-advantage-tools 19.3
everywhere.
