I really don't have time to draft a spec on this. But just because I don't have time for this doesn't mean that it isn't a "bug" in the sense that this causes people a lot of trouble. This is an issue that should remain open until there's a general solution to it. That is to say, the fact that I reported the bug doesn't mean that I'm the only one with the problem, which means that you shouldn't reject it on that basis.
Although, frankly, I think there's an even better solution: With the exception of certain special cases, switch everything over to XML files that contain key/value pairs. Then they become trivial to merge. Provide simple libraries that can be linked into apps to read/write their config files and provide a general system for merging.
