Well, it is definitely not a bug in the python3-chardet package that caused /usr/lib/python3/dist-packages/chardet to be missing from your system, but we have had MANY other reports of this exact module being missing on upgrades - you are just the first bug reporter to follow up with more details about the problem. So it seems likely that some tool you used, or some howto you followed, led to the situation for you and for many others.
