While you have deactivated the PPAs that actually isn't enough because
you still have software installed from those PPAs. You'll need to
reenable them and then use the tool 'ppa-purge' to remove the PPA and
uninstall the software from it. The release upgrader should have
instructed you to use ppa-purge.

I cannot upgrade to 18.10 from 18.04. It says that I have some 3d part
ppa's that don't let me do it. I deactivated all ppa's from software
center but problem persists
