Public bug reported:

Ran upgrade for 18.10 to 19.04. Towards the end of installing packages, there 
was an upgrade failed message saying it would run back-out. There was no 
mention of what specifically failed. The software updater then disappeared.
After rebooting (perhaps a mistake) system is apparently working and lsb -rd 
and System says it's 19.04
