Public bug reported:
When upgrading from Ubuntu 18.10 to 19.04, the package ebtables fails to
install. The alternatives
/etc/alternatives/ebtables
/etc/alternatives/ebtables-restore
/etc/alternatives/ebtables-save
where empty files instead of symlinks. I removed those files and then
the installation succeeded.
