I can confirm that commit 8032a1ae in LTP test suite has corrected this
issue.

It will now return TCONF instead of TBORK:
perf_event_open02    1  TCONF  :  perf_event_open02.c:274: 
PERF_COUNT_HW_INSTRUCTIONS not supported: errno=ENOENT(2): No such file or 
directory
perf_event_open02    2  TCONF  :  perf_event_open02.c:274: Remaining cases not 
appropriate for configuration: errno=ENOENT(2): No such file or directory
