There seems to be something strange with your httplib library given the
following error from VarLogDistupgradeMainlog.txt:

2019-04-23 12:56:31,218 DEBUG examining: 'deb http://ftp.acc.umu.se/ubuntu/
xenial-updates main universe multiverse restricted'
2019-04-23 12:56:31,219 DEBUG verifySourcesListEntry: deb
http://ftp.acc.umu.se/ubuntu/ bionic main universe multiverse restricted
2019-04-23 12:56:31,219 DEBUG url_downloadable:
http://ftp.acc.umu.se/ubuntu//dists/bionic/Release
2019-04-23 12:56:31,219 DEBUG s='http' n='ftp.acc.umu.se'
p='/ubuntu//dists/bionic/Release' q='' f=''
2019-04-23 12:56:31,436 DEBUG error from httplib: 'HTTP/'
2019-04-23 12:56:31,436 DEBUG entry '# deb http://ftp.acc.umu.se/ubuntu/
xenial-updates main universe multiverse restricted' was disabled (no Release
file)

You might be able to work around this by setting the following
environment variable when calling do-release-upgrade e.g.:

RELEASE_UPGRADER_ALLOW_THIRD_PARTY=1 do-release-upgrade

** Changed in: ubuntu-release-upgrader (Ubuntu)
       Status: New => Incomplete
